Position: Head of Finance, HR and IT

ISF Cambodia (ISF) is a Cambodian-based charity with over 17 years of experience using education and sports to change lives. Our aim is to make a fundamental and lasting change in the lives of some of the poorest and most disadvantaged children and their families in Cambodia.

Our Education Programme focuses on children in the slums of the Cambodian capital, Phnom Penh, whose extreme poverty means they have never gone to school or have had to drop out. We provide them with quality education and healthcare whilst working closely with their communities to lift entire families out of poverty. Through our grassroots Football Programme, ISF works directly with 4,000 youth, promoting equality and providing opportunities to those marginalised by poverty, disability, HIV and gender.

ISF is looking for a highly motivated individual who can fulfil the position below:

Working hours and benefits:

  •  Monday to Friday, 8: 00AM to 12: 00AM and 2: 00PM to 5: 00PM, 7 hours a day, unless otherwise agreed with the
    Chief Executive.
  • 18 days annual leave a year plus public holiday

  • Seniority according to Cambodian Labour Law

The successful applicant will be a highly motivated individual with excellent team-working and communication skills, seeking to learn and further develop their skills working for a non-profit organisation. We are inviting motivated and qualified candidates to join our dynamic team. The Head of Finance, HR, and IT is a strategic leader tasked with steering the financial, human resource, and information technology domains within the organisation. This role involves developing comprehensive strategies for financial planning and analysis, budgeting, and regulatory compliance to ensure fiscal health. Additionally, the role includes leading talent acquisition, employee development, performance management, and compliance with Cambodian labour laws to cultivate a motivated and productive workforce. In the realm of IT, this leader oversees the management of systems, networks, and data drives to ensure smooth, secure, and efficient operations. By integrating these critical functions, the Head of Finance, HR, and IT plays a pivotal role in driving the organisation’s growth, efficiency, and competitive edge.

Accountability and Relationships:

  • Reports directly to the Chief Executive
  • Under your supervision are three finance team members, two HR team members, and one IT Coordinator.
  • Works collaboratively on a daily basis with the Development and Communication Team and the Senior
    Management Team.
  • Is part of a team consisting of all the staff who work for ISF.


Finance (50%)

  • Collaborate with senior managers from each department to formulate the ISF annual budget.
  • Work with Fundraising and Programme teams to prepare budgets for grant proposal
  • Responsible for ISF cash flow forecasts, based on the funding pipeline
  • Deliver continuous improvement to existing financial processes and develop new financial and management
  • processes to meet the specific needs of NGO financial management as required
  • Responsible for the application of good financial practices in respect of documentation and accounting records
  • Responsible for developing and reviewing financial policies, as well as ensuring compliance with Cambodia’s
    tax regulations and ISF policies related to the organization’s financial management.
  • Ensure that all current and new staff are aware and understand and follow ISF’s finance policies
  • Issue payment and maintain full accounting records of all income and expenditures of ISF programmes into
    QuickBooks System.
  • Assist the Chief Executive and Board of Trustees in the financial oversight of ISF and produce Monthly/Quarterly/Aannual management reports.
  • Responsible for the delivery of appropriate, accurate, and understandable financial information to ISF donors in line with their requirements and in a timely manner, including final approval of all donor budgets Vs actual expense reports.
  • Responsible for tasks as required for annual external audit in the UK and Cambodia.
  • Responsible for preparing annual Income Tax returns and annual financial reports for ISF to be submitted to relevant ministries, the Accounting and Auditing Regulator, and the General Department of Taxation of Cambodia.
  • Other tasks are required by the Chief Executive and the Board of Trustees.
