Vicheka has over 15 years of experience in programme management and administration in the non-profit sector. In her role, she oversees the the day-to-day running of the whole operation of the organisation, including ISF’s Education and Football Programmes and manages over 100 local and international staff including the development, finance and administration teams. Vicheka holds a BA in Business Management and in-depth knowledge of the local context in which ISF works.

Vicheka Chourp

Having worked in the NGO and private sector for over 13 years, Seiha is an expert on community development and human resource management. She was instrumental in ISF’s expansion to a second Education Centre in Chbar Ampov in 2012 and now oversees all the operations at this centre. She holds a BA in Business Administration and a Masters in General Management.

Kong Seiha

Chara has 14 years of experience in the development sector leading community development, child protection, gender-based violence, and education projects. As ISF’s Operation Manager at our Stung Meanchey Education Centre, she oversees all the daily administrative duties associated with the smooth running of our Education Programme, leading a team of 21 staff. Chara holds a Master Degree of Law in Public Administration and a Bachelor Degree of Arts in English Literature.

Chara Soeung

Sothearith heads up our English programme at Stung Meanchey and Chbar Ampov. He has taught English for over ten years and held management positions in higher education for over five years. He holds both a BA and MA in English Language Education from Institute of Foreign Languages (IFL), Royal University of Phnom Penh, Cambodia and Ateneo de Manila University (ADMU), the Philippines.

Chamnan has worked for ISF for eight years – fives years in the role of Social Worker and three years in the Employment Support team. He holds a BA in Agricultural Economic and Rural Development, a BA in Teaching English and a Masters in Business Administration. As Head of Employment Support, Chamnan is responsible for facilitating soft skill training courses, Youth Role Model groups, providing career counseling, building networks with other NGOs, companies and vocational schools to link students to right resources to better their futures and career prospects.

Povry Sea has worked in Finance, Administration, and HR for more than 18 years with local and international NGOs. After receiving his Bachelors in Economics Management and Accounting from UME, he graduated Pre-Master of Laws from RULE with an executive certificate in Human Resource Management and IT Essentials: PC Hardware and Software from CISCO-Computer Academy Step. Now, he’s pursuing the ACCA from CamEd Business School. His technical supervision, leadership, and steady guidance ensure compliance in accounting best policies and practices at ISF Cambodia.

Sebastien is Head of Football Programme at ISF Cambodia. With more than 25 years of international experience across multiple sectors. His focus is straightforward: build programmes that last and create real opportunities for young people.

At ISF, he works closely with coaches, strengthens structures, and develops safe and inclusive environments where youth can grow through sport. He believes the values learned on a football pitch, how to lead, how to fail, how to keep going, carry far beyond it.

His connection to Cambodia is personal. His father is Cambodian, and that shapes how he approaches this work. Not as an outsider, but as someone with a genuine stake in the country’s future.

Rithya is Head of IT and Monitoring and Evaluation at ISF Cambodia. With over 10 years of experience in IT and a background in Computer Science, he keeps the organisation’s systems running and its data meaningful.

His work sits at a practical intersection: the technology that supports daily operations and the information that tells ISF whether its programmes are working. He leads system development, strengthens network security, and builds the data and evaluation frameworks that help the team make better decisions for the young people they serve.
